Ottawa declares and emergency

Three months into working at CTV News and the City of Ottawa has declared a State of Emergency citing a "serious danger and threat to the safety and security of residents".
One location we were at, they were transporting numerous propane tanks to fuel the BBQs and portable heaters. The picture below shows a U-Haul van with at least seven propane tanks against U-Haul regulations and I think that's part of the reason for the decision today.
(U-Haul’s corporate rules prohibit customers from transporting more than 4 propane tanks in an enclosed truck or cargo area and must be physically secured to prevent sliding, tipping, or rolling.
As Mayor Jim Watson declares a State of Emergency for the City of Ottawa, the intersection of Rideau Street and Sussex Drive is a party without a care in the world.
